If someone want to buy an gambling license, he must host his website in the country he will buy the license. Ex: Malta.

If i want to avoid the high price of licenses and fees, can i just host my casino in a country like NL or Bulgaria, CZech or somewhere that dont cooperate with canada laws and run it without a license?
