from analysis of postings on various black hat sites (perhaps here as well - as it mentions black hat seo tools)
Nothing to worry about though as:
"while the work appeals to law enforcements and government agencies, it is not designed to catch users out. We aren't trying to identify users..."
(you know when theyre lying cos their mouths move)
