I'm building an amazon affiliate website and want to make it with two languages

Will it be penalized or have less better ranking than a website who focuses on only one language?

For example if i do a website in english and french,
will the french part of my website be less ranked than a website who is only in french?

One site with proper hreflang tags set up. Also, put content in a separate language folders.

Take careful note of how hreflang is set up. That configuration still confuses me at times. Lots of people get it wrong too.

Without knowing the details, my instinct says that I would go with 2 websites, I generally prefer that to a single bigger one.

1 website with 2 languages is easier to mentain. 2 websites with 1 language will get you closer to your audience (if you don't rely on organic traffic only).

1 website with 2 languages makes more sense. And I have to agree it's easier to maintain, sustain and retain.

No question 1 website is easier to maintain, but 2 coordinated (or even not so coordinated) websites express more power, IMO.

So i can make a website with two languages and the french part of my website would rank as much as a website who is only in french?
Or a website with only one language would rank better?

I think that separate websites would have a better chance at ranking higher, but it's true that a single website would be easier to manage and maintain. So, if it was me, I would look at my available resources and goals and base my decision on that.

I suggest doing the 2 websites. I know that it will be more work but in the long run, I think that it will be better.

From the point of view of the search engines (mostly google) does it make a difference?

For example if there is a website with english and french and another website with only french, if the french part of the first website has exactly the same content as the website who is only in french,
will they rank the same or will one rank higher than the other?

There are so many different options. It's really up to you.

1 website with target language on the main site and second language on a category.

It's a great idea. You'll get more audience of your site if you can do this properly. But i advice to maintain the theme of your website unique.

I suggest you to go with separate two websites instead of one single website....
