That's right. Additionally quality of content also matters and other minimal things such as adding keyword in thumbnail+tags+description are quiet Value adding steps. On the other hand when it comes to ranking video on YT there's more to it.

YouTube's algorithm favors channels that upload new content regularly.

I actually got an ADDITIONAL nice boost when I did the following
- found my competitors on YT
- scraped their hashtags
- added the hashtags to my vids
If the quality of new content is not good, it will make no difference. So quality of videos is what decides the views.

Consistent upload will always give good results. This is what youtube wants from their youtubers also.. This gives them regular content.
