I think it's not okay because every time you log in to a device, your facebook account will remember that device. That means on the same device, facebook will also scan that you are changing too many ips on 1 device and there is a possibility that all will be disabled.

I would instead buy multiple 2nd hand phones in bulk for cheap.

You create on PC and put in your phone. Don’t use two acc it’s harmful

Using a single phone to create multiple Facebook accounts with different SIM cards can run the risk of being detected and blocked by Facebook. Facebook has taken measures against creating multiple accounts from the same device or IP address to prevent what it considers inauthentic behavior.
