One Keyword One Blogspot Blog is it possible?

Going to try a little seo experiment this week. I have a keyword that is'nt too competitive and I would like to create a blogger blog for this keyword. I was wondering if you can still get Blogger Blogs ranked? If anyone would take the time to post the basic steps neccessary to get this blog ranked thanks will be provided. I'm willing to outsource the work just to see if I can get this thing ranked quickly. I'm fairly keen on the details of seo...i just need a proccess to follow.....thanks
