Not easy to do, it would require access to the database and a good understanding of the schema to import the users. I have done this for a few of my clients in the past, pulling profiles/info and photos off of other sites and creating dumby users.
Depends what you are looking to do, if you are only looking to create the feeling of a popular site this would work, but keep in mind that this sort of work is usually custom and doesnt come cheap.

90% Real profiles and a few fake ones. In terms of exclusivity, 50/50.

No man, start your own affiliate program and find some super affiliates to promote it for you. You will have more success if you offer compensation for free members, but it will cost you A LOT! Offer them compensation for paid membership and offer them more than 50%. That way you can't lose!
Each exclusive profile would be anywhere from $2-6... that's without pictures.
Non-exclusive, about 50c to $1.50.
If they have that kind of money to spend, hit me up and I'll see what I can do.
