Have you tried making an adsense account after having a blog on your own domain name hosted on a server instead of a free platform?
Post 10 good and unique articles, wait a week, reapply.
I might be mistaken, maybe things have changed, but Google used to not allow adsense on free blog platforms.

From my experience, google accept application from blogspot users, even if you dont your own custom domain and a host...
I suggest, post 10 or more unique and quality content to your blog, put privacy policy, disclaimer and contact us page...if you think those blogpost are already indexed by google, apply for an adsense account..

post some more unique and quality content and wait for some time to get your posts indexed by google and then u re-apply. in some asian countries like india and china its very hard to get an account nowadays.
