On what depends the geolocation targeting for link building

Is it possible to rank first on google.fr if you have high quality backlinks but from english websites ?

You must remind that there are many fr visitors who visits English sites everyday. You can rank on google by doing it. But first rank only depends of various factors , not only on back links. Someone can rank first only by White Hat.

I'm hiring a freelancer who uses only white hat SEO, the only problem is he gonna get backlinks from english websites, so given that is it possible to rank first on google.fr for a low competition keyword given that the best competitor have 104 backlinks only from french directories mostly with PA=1 ?

There are so many variations, examples are .fr domains, get a french host, french contents, having address with visible french locations on the page... As I said there are many variation you need to handle first before chasing backlinks.
