So if you go on Theme Forest you can find a lot of themes that advertise themselves as "seo optimized" but when you look at the page source they have too many h1 tags, in some cases they don't use h2/h3 tags at all.

Especially themes that use drag/drop "website builders" within wordpress. They seem to have a lot of garbage code and are just not very optimized. Are these themes just saying that they are "seo optimized" as a marketing gimmick or are h1/h2/h3 tags and good code no longer as important?
 
They still use them they are just within the shortcode.
Isn't it difficult to keep track of what the different header types are like this? I feel like it's very easy to have too many h1 tags on your site if you don't realize that you're placing h1 tags or if you want to use a shortcode that by default is using h1 tags.
 
It's super easy, most are using visual composer. Check it out and you'll see all of the options etc.
