I've never heard of it being an issue (from a ranking perspective I mean), but it definitely looks weird since page titles are usually considered H1. You should either turn the H1 into H2, or not add content above H1 because - again - it looks weird, not because it's wrong. Although... if you decrease the font size of H1s then that will fix the looks

While there might be situations where you need to display paragraph text before the H1 for design or other reasons.

But I really don't understand what kind of situation makes you to put the paragraph text before the H1.

I don't think this is a problem. But from the user's point of view, they will be confused. And what is the need for it? For your better understanding, try this as an experiment and see the result.

obviously Yes ! as Mentioned For Enhancing UI We can Place a Paragraph before H1 But its actually Not Recommended!
