Pretty sure there are no limitations on alleged criminal acts... just civil matters.
If a civil matter hinges on a criminal conviction, as is probably the case for many of these claimants, I'd assume they're in luck.

Civil and Criminal courts are separate in America, he could win criminal and lose civil, or lose criminal and win civil.

I get that - I was simply pointing out that in a case where a claimant makes a claim for damages based on an alleged criminal act, it's gonna be kinda important to their claim to have that alleged act already proven in a court, rather than just asserting it in a civil claim.
