OGADS very low CTR, is it normal ?

I recently work with OGADS content locker, but my click rate is very low:

339 visit on my article / 120 ogads locker show / 3 click / 0 lead

I show the ogads content locker if the visitor has scrolled 30% of the current page.
In 339 visits I received, 120 scrolled down the page, but only 3 clicks on the ogads offer.

Is this normal? this ctr is too low, I consider that if the user has scroll down is that he is interested by my article, so I can offer him to finish a lead to unlock the content.
But this CTR contradicts what I thought, did I do something wrong?

I think I know why CTR is so low, on my mobile the CONTENT LOCKER only shows 1 offer is anti-virus ... not difficult to understand why nobody clicks ...

but yet I selected No Limit in the configuration

Anyone know why Ogads shows only1 offer?

I selected priority
from
CPI prioritized, then CPA, then PIN
to
CPI, CPA and PIN Submits, no priority

Now it show more offer, hope CTR will increse

The main problem is that your article is not that valuable for the person so he decides to leave instead of completing the offer. Makes sense, right? If one is interested in what you have, he will finish the offer or at least try to no matter what he has to do, be it an AV or some game etc.
Thats basically what I think, you can argue.
