can anyone recommend a vpn service which company is NOT located in the usa or europe at all?

offshore states like panama, russia, luxembourg etc. would be perfect.

i did.

many offers... but how do i know which one is the best? i hoped someone could share his personal experience.

I know 2 VPN that are not based on US and Europe you can check them PureVPN (Hong Kong) and VPNArea (Bulgaria)

I'd give airvpn a trial run (not sure if they still offer a trial, if not you can select the least expensive 3 day plan). You can see their available servers here: https://airvpn.org/status/ (Some are: Hong Kong, Luxembourg, Netherlands, Portugal, Romania)
