Offshore VPN with no logs?

Is there such thing as VPN that doesn't lie about not keeping logs and is located in country that has poor relationships with westerns? Please refer me to one!
I did find two - one was posted here on BHW, but owner hasn't been online for a month and I don't feel like waiting, the other one is super dodgy and won't even take my payments.

There are more public ones, but I'd rather thrust those posted on blackhat/hack forums or recommended by fellow members.

Its just impossible to know who *truly* doesn't log. To be honest, i think all of them do.
 
I always have used Private Internet Access. They have multiple locations around the world and can tolerate high bandwidth and torrents. Not to mention that they DON'T keep logs. But the NSA does lol.
 
I guess we can make a deal. We're an offshore host, and we couldn't care less about logs, so they're off :)

Yea i think the only bet is to speak to the owner of the network personally and trust him. I wouldn't trust a "No Logs 100% Guaranteed" on some website

Believe me, everything - yes, clearly everything - is recorded and keeped. Some say it's government, some say it's "lobbies" - but there is only one thing that we know and that it is that every move of us are recorded.
 
There's a lot of services that don't keep logs. Look for some in Russia and that type. http://rent-ip.com/ and http://iprental.com/ both don't keep logs. I can't say I've used either one personally but there's a lot like this if you search around.

Thanks, but everyone is aware that companies ''claim'' not to keep logs, while the big problem is that they actually do so. Yes, in Russia and other offshore countries there is no law that forces VPN companies to keep logs, so it's more likely that they actually do not keep them. Besides, relationships with USA and Europe are not the greatest so even if they do keep logs, they can simply not give em.
