If there is a DMCA filed it can probably be taken from anywhere, even offshore. You could maybe look at like Internet.bs as they are not US-based.

according to my experience do not buy a .com domain as they are easily taken down by the registrar policies. get a .tv domain if you are starting a streaming sites.
OR

.is
.to
.io
these are few TLD which are not taken down by the registrar

and then get an offshore hosting from some reputed provider.

Had a good experience with these guys - pretty cheap, 99% uptime and keeps you anonymous as far as i could tell. Other than that there are a few other providers, registering a .onion site would probably be safest purely from an anonymity point of view.

If you are talking about the torrent tracker they were never .com based. kickass.com is a porn site.

New kickass is using .cd so I guess its the most dmca safe domain u can get
