Offshore Hosting & Offshore Domain Registrar?

Hello. I've been received multiple C&D letters on my website and i had to close it. I plan to relaunch it within an offshore host & domain registrar.
Can you suggest me some that is going to ignore all of these letters?

I don't know offshore domain but for offshore you can go with www.webuzo.net .. Read carefully their ToS since they are offshore but they are following the laws in Bulgaria

BS. It doesnt mean they dont care about DMCA complaint. This is my experience with them. I got this email twice, than i changed to vindohosting (anonymous domain registration).
