Hi here are a few things that work really good for pay per call offers and they wont break your pocket book.
Bandit Signs....these are good and cheap if You go to the arts and crafts stores or office supply and buy big sheets of them, cut them into smaller sheets and get some stencils and some sticks to hold the sign up.....we set the signs up at intersections that get lots of traffic and people actually call. Now a trick to be able to use these over and over again is to get a gallon of in expensive exterior white paint and paint over the signs after the campaign Your running is over and your ready for a new campaign.
Flyers .....get yourself thousands of flyers made up for the campaigns and hire some kids or adults to pass them out, offer to pay them a percentage of every call that they generate. I have good luck with drug and alchol campaigns because they pay very good and people will take a chance and pass them out for You.
Magnetic signs work good too, post ads on sites or in paper and offer to pay someone a percentage of the profits to put the signs on there cars. this works good for high paying campaigns as well.
Flea Markets.....get the flyers and pass them out at the flea market along with making a nice banner to put up at the booth...and trust me people call every weekend.
Sign Wavers.....we buy sign material for a good price and have guys and girls standing outside on street corners with whatever campaigns we are running and we can paint over the signs when done with our white paint.
Bumper Stickers....cheap to buy the material and use your printer or get them made in bulk, put them on cars, signs, poles etc etc....
Business cards....get them and print the campaigns info on them and leave them all over town and give other people the cards to passout for a percentage of the profits of the call of course.
