Offline marketing for Non-English speaking countries.

Hi,
Have a question regarding small countries that are not English speaking. For example I?m from Estonia and here is only 1.5 mil. people. All speaking Estonian. Google has market share over 60% and another local SE has 25% share. So Yahoo, Bing and others are not to worry. However, regarding building links for clients I have lots of issues you don't have.( Google loves localized content, from local sites, in native language) I cannot screw with clients already established sites, but only WH gets me just so far. Google is not picking up links ( G: 2 vs. Y:200) we don?t have article submission sites and article rewriting is also only manual I guess. Does it help to use English sites. Leaving comments and anchor text in eng. or estonian? No glue.
So what could be working for small non English audience safe but Gray(-ish) strategies for link building. Forums? Linkwheels? Commenting?

If it helps to get te picture I can put link to my hardest site I have most of trouble
 
I really think you answered your own question, if you guys dont have an article submission site, why not build one?

also try some social media ;)

offtopic: I don't think the title is quite appropriate.
 
Kameeleon, we DO have article submission sites.
They seem to be fairly new (one has about 200 articles, another 15), but they are there.
 
I asked this question on another part of this site.

Don't remember where.

But the answers I got were basically:
"Google crawls the web. It's international. If you are everywhere - that means you're doing something right."

That is some what comforting. However, when I think about it - it wasn't. I live in Sweden. We don't have as established article sites with good SEO-value.


So I have to rely on bribing bloggers with free products and link building my social media profile (squidoo for instance.)
