Other than that, ffmpeg could possibly do it too (but I have never tried ffmpeg on an image).

A few more tricks (but not offline per se)..
Upload those files in whatsapp. Generally it's very annoying that WAP scales the images down, but in your case it can actually do the job for free.
Upload those files in fb. Should be the same effect as Whatsapp.
Upload those files in imgur. I know this one works, because I use it to post to BHW. BHW cannot upload the images from my camera, because they are too big.

I can't edit this post anymore, so here's an update...

I just made a tutorial on how to compress these images using ffmpeg (windows only).
Give it a try may be.

You might want to try GIMP. It's free - and has a batch mode.
