Official advertising on FB - account requirements

Hi, I want to do official advertising on FB. I want to create an official ad and promote it. The question it, does my FB account have to be a specific type to use this option as much as i want? Is there any requirements for it? For example, does it have to be old, have many friends or are there any other rules about this?

you will need to create a page first. it doesn't have to be a business page. after you start posting on that page you will then be offered to promote your post with an ad
 
And do not use low quality accounts. They might get blocked after you've added a creadit card or after few payments.
 
What accounts are low quality and what are high quality?
I mean, officially there are no rules, but there must be some kind of requirements which are not talked about, rules that help not be blocked. Like the profile should not be fresh new otherwise it will be blocked, or something. Do you have any idea what else can it be?

The best account is 1. your personal account 2. created from your own PC 3. with your uploaded photo 4.which you can verify by your govermental ID 5.and you do not run any suspicious activity on it as promoting weird stuff, massliking or spamming.
 
You only need a credit card for the payment and a verified Facebook account that can create a Page. :) It's not that difficult to pass Facebook ads' security.
 
Is it possible to make an official AD without using a fan page?
