Offering vacation "deals"

I live in a third world country that has evolving tourism. Its one of the cheapest countries in europe. So i have this project where I combine best deals (coupons) for accommodation, food and entertainment in the end it comes down to a deal that can sell really good because of the price/quality ratio, i already have permission from most companies to resell the services, my question is how would i sell this kind of deals online? If i create a website myself selling the service i imagine it will require a lot of legal paper work. If anyone has any experience with this please share ideas or how would you start selling this kind of product if it can even be called a product.

Any clues about the legality of this? I mean don't i need some license or something to actually sell those kind of services online?

Did you start your site or journey, OP?

If you go this way - creating a coupon site for those offers, you don`t need any licence, You are basically doing affiliate marketing for those that offer the combos. Or is it you that gather the info from multiple channels and present them as combo deals ?
