It is forbidden to sell services with a non Jr VIP account and you have to open a BST to sell services. You cannot sell in this section. JV section is just finding business partners not customers.

He is not selling a service, he is partnering with people who already have or can create a website, drive traffic to it and make sales, that's a JV
