How to do Off-Page SEO for white hat?
please somebody help me to solve this crisis.

off-page and white hat do not go together!

basically, you need to create great content and hope for organic backlinks.... chance of this happening is not great.

As above... the chances of getting free backlinks are not great.
But if you start sharing your content on social media and get noticed then some might link to you if your content is super great.

It seems the best is for someone to help with the definition.

In my opinion, you can build links by reaching out to other bloggers, and promoting your content may help. But getting more organic backlinks may be tedious as the chances are very low.

Writing unique piece of content is a great choice. Social media engagement brings popularity and may assist in bringing backlinks to your site. Don't expect results too soon, as it may take a long time to build more organic backlinks using white hat method.

You may submit your site in -
Social book marks - Reddit, stubmle, pintrest etc
Post your article - Ezine, Goarticle etc
Share News of company/Services - News site google it
Blogs and comments - You may write a blog and shar the link to other niche blog.

Off-page SEO refers to activities that occur outside of or "behind the scenes" of your webpage. Technical SEO refers to efforts that seem to have a direct impact on how search engines rank and index your site.

HARO :

(Help a Reporter Out), or HARO is an online public relations tool that allows journalists and bloggers from well-known websites to connect with sources that can assist them with their work. As a result, sources can obtain important media coverage from high-traffic websites, which is beneficial to branding and SEO.

Broken Link Building :

Finding a dead page with backlinks, creating a comparable page, and then asking individuals who link to that page to link to you instead is known as broken link building. They plan to replace the link because they don't want to direct people to a broken website.

Guest Posting :

It aids in the development of both links and reputation. When you write a guest post for another website or blog, you can usually include a link to your own website in the post or author bio. This link adds a backlink to your profile.

Social Networking :

People now spend more time on social networking sites than they did even a few years ago, according to a study. Engaging and leveraging your social network to boost the reach of your content is an excellent off-page SEO tactic.

Newsletters :

A newsletter is a low-cost way to communicate with your audience. Plan your newsletter, including newly released information from your site as well as some unique, email-only content. In general, keep your newsletters short yet packed with useful and engaging material. They should also be simple to consume.

Forum :

A forum is a form of online discussion site where users can ask queries, share their stories, and talk about topics of common interest. A forum is a fantastic approach to forming social ties and fostering a sense of belonging. They can also assist you in forming an interest group around a particular topic.

That's a pretty broad question, my friend.

In short, you need to find websites to link to you.

Look at your competitors backlinks using a Tool such as Ahrefs.
Use another tool, such as Scrapebox or Ahrefs to organise them based on platform.
Visit them and see if there are ways you can add yourself to their site. Maybe they take submissions or you could write them. For the latter, go read up on good outreach strategy. Backlinko has decent resources to get you going.

When you learn outreach, you can then find other websites that your competitors don't use and get links from them too.

If you don't have time to put into learning all of this stuff, get some money together and hire an outreach team to build these links for you.

Create a professional author bio and build a network with the site owners in your niches. Then publish content using your author bio.

Or buy links from quality sites. No PBN. This will destroy your website. Build links generally. I don't like 30 links in 1 hour then after 3 months building 3 links.
