Off-page SEO is basically informing the internet that somewhere on www, your website exists. If you don't have a website already, then you shouldn't think of off-page SEO. It's like ordering something on Amazon to the address of house you're planning to build.

None whatsoever. Once you are done with the website and on-page then you would need to worry about offpage.
first host your website and then work on following
On- Page Techniques :
1.Add Meta Tags (Meta Title and Meta Description)
2.Add Heading Tags (h1 is very important)
3. Url Structure (go with Short url and Add keyword in url if possible)
4.Give Internal Linking
5.Keyword Density
6.Pagespeed.
Off - Page techniques :
1. Guest Posting.
2. Blog Commenting.
3. Social Bookmarking.
4. Forum Submissions
5. Profile Backlinks etc..

That's what hot right now so do Reddit, Facebook, Twitter, Instagram, Quora and so on. Guest posting is a must nowadays. Find writers in local media websites and have them write a few articles about your website/business. Make some infographics and spread them. Forum comments in a niche related forum, always are a yes. Business directories also help despite the NF links. Try to make your links from websites that are local. Try to get some high authority links from trusted websites. This should get your website optimization started nicely.
