In off page apart from Article Submission, Image Sharing, Local Listing, Directory Submission, Social Bookmarking and ORM what else can v do to get more traffic to my website. I have already done with all this. There is nothing left for me to do through link building. My website traffic is decreasing every month.

What type of traffic do you rely on the most (social, organic, direct, etcetera)? Also, how many of your visitors are new versus returning?
If you have an analytics program installed on your website, try to look for the point in time where your traffic started decreasing and find out what caused the decrease.

Create blogs, update your website blogs, participate in forums, share PDFs. You can also make use of social media channels.

These are the things which you want to find answers by yourself in order to identify the reason for this,
1. Get Analytics tool enabled on your website to find the reason for loss of Traffic?
2. Check for Google Penalty.
3. Have you been doing any kind of link building?
4. How much has been the drop? Ratios play an important role to find out the decrease in traffic?

Check your Google Search Console (previously Google Webmaster Tools) to see if Google tells you why your traffic is declining. Specially the organic traffic report can yield some surprising keywords for which your website is being found and for which you might want to further optimize.
Also, repurpose your content and make slides that you share on Slideshare. I think you'll need a minimum of 2 slide decks before your links (full URL with http) are crawlable.
Do content promotion. Check who your target audience follows and ask those people for a link (make sure you give them a good reason to link to you). This might be a labor-intensive thing, but does get you the best links!

1. Modulated social media (multiple sm accounts for multiple drilled down market segments that relate/funnel to your site)
2. Didn't see YouTube on there. There must be some kind of video campaign you can do.
3. For article submission - try some of the big boys that your market/industry subscribes to. One article that gets accepted could pay off for years.
4. Site optimized for mobile? I know Google now penalizes sites for not being mobile optimized.
5. Don't see anything about paid traffic. With a little testing this could be a traffic backbone and regular profit stream depending on what/how you are selling past the click.
Knowing nothing about the industry/segment/products, for starters have you considered the above 5?
