Odd ban patterns

In the past I have had 6 accounts that were created an solely uploaded to from the same IP banned at the same time...

Now I have 2 accounts that were from the same IP, yet only 1 has been banned...

Does youtube ban based on where the account was made, or where it has uploads from?

Is it worth it to just buy PVA youtube accounts that are already set up instead of going through the hassle of making your own?
