Obtain double opt-in emails from my old site's email database

I used to run a website but got out of that business. At that time I had over 48,000 opt-in email address. They registered to my site. Now, I am getting back in the biz but I no longer have my account w/ the former email marketing provider used.

How can reach out to these old subscribers and get them to confirm & double opt-in to my website that they used to be subscribed to?

I guess you lost them as you don't have the account details. What I would suggest is start building a new list... That will not be hard for you as you have done it before.

Well I have all of the all of the former opt-in emails in a .xls file.

Any solutions you guys can think of?

ohh..Now I get your problem. Create two lists, upload the contacts to list 1. Now, design a mail which contains the opt-in form link for second list i.e the list 2.

Hope this helps. Write a good message (maybe how you were connected previously) in the mail so that the contacts really opt-in your second list.

Well how can I send an email to list 1 so the emails get inboxed? Won't they all end up in spam folders?
