Hey dude email paypal and explain what has happened then they will reply and then you can move forward at that point to resolve the problem

Paypal is not a bank. As such, the money in your Paypal account is not protected as it is with a bank.
Paypal has a very comprehensive Terms of Service agreement that most people never read. Unfortunately, not reading the TOS can get you into a lot of trouble because if you aren't paying attention to it on a regular basis, you can easily accidentally break a rule in the TOS and then boom, your account can be put on limited access.
However, there are things you can do to reduce the possibility that this will happen to you. Other wise contact to their Security center.
Have a nice time.

I had the same problem with paypal once and for this type of problem they're really helpful over the phone. A lot of things PP do are bullshit, but this type of limitation is done to protect your account from being compromised.
I've had the same thing happen before for credit cards where there was a lot of increased activity as well. It's a pain in the butt when you're in a store making a credit card purchase and the card doesn't go through. But a phone call to the service center is usually all that's needed.
The inconvenience of having to make a call to explain it's legit is way better than having to straighten out an identity theft problem after the thief already stole the money.
Just answer PP questions either through the account if they gave you instructions, or give them a call. Should be a simple thing to take care of.

You will be required to change your password and change your security questions. you will also be asked to verify your address. they will ask for a credit card or you can choose a different option which is to provide a photo id or to provide 'proof of address'. The credit card is the most immediate verification if you can provide (but see warning about vcc below).
The second quickest method is to call paypal. the rep (limitation dept) will have you log in and verify the ip address used for login matches the address you provided to paypal. You cant use this option from other locations though. They will also walk you through an immediate ID verify process if you prefer (and are able). If not, do the following (third fastest method).
Make sure phone number is a number they can call you on before taking the following steps. But if using this method, they probably will not call you.
take a utility bill - gas, electric, internet/cable/phone bundle or water. scan it. select the 'provide proof of address' option in the 'remove limitaitons'. click on the correct selections for document type, etc. click on upload file, browse, then upload.
NOW, if your information doesnt match ENTIRELY due to a recent move, etc. use photoshop or some other editor to doctor the info b4 submitting it to paypal. PAYPAL DOES allow you to block out the account number, etc. so they CAN ONLY verify via the document you provide, not by calling the utility provider.
as soon as you submit it, CALL PAYPAL. don't wait for them to 'leisurely' review the document and get back to you within 48 hours. if you call them after attaching the document DIRECTLY in response to the limitation, they will be able to see it immediately when you call.
your call will be directed to the limitations department automatically. when the person answers, tell them you have completed all the steps and ask if the paypal rep can see the document you submitted online.
as long as it looks good, he/she will 'RESTORE' your account on the spot.
As another FYI, DO NOT buy and use a VCC to restore your account. The right VCCs work to verify an account at startup with no problem. But THEY WILL NOT work to get a paypal account RESTORED after it is limited - at most, they give you a little window of paypal use.
In many cases you will get the account restored for a couple hours using a VCC.
So, if you cannot get your account Restored any other way, you can try a VCC. Once the VCC has done its job to temporarily' restore your account, you must work QUICKLY.
Remove any bank accounts you don't want on the paypal account. If you have money on the account, MAKE PURCHASES to spend the money buying things OR buy from a stealth account you own to keep the money in your hands. You SHOULD NOT RISK trying to withdraw the money to a bank account. Chances are, the account will be RE-limited b4 midnight that business day and the withdrawal will be canceled. DON'T expect to have the account for more than a couple hours.
Also depending on other factors, if you are eligible to close your account once it is Restored via VCC, close it. This way you do not end up with a long term limited account sitting there.
PLEASE NOTE, the VCC option is only a stealth method to be used if ALL OTHER OPTIONS fail.
