I got a couple of keywords that are on the lower half of pg 1. The top-ranking sites are rather authoritative and are ranking for the keyword with just a few backlinks.

Is it possible to get a penalty if my backlinks are way more than theirs even if i use safe anchor texts?

Or would the better option be to use stronger tier 2 links on my current backlinks?

Would building a content silo help as well?

If you got decent tier 1 links but they are low on UR, you can boost those links with some PBNs.

Content hubs also work. Write some more content about the topic and use internal links with exact anchors when doing so. That will improve your site's/page relevancy. You can also build some links to those supporting pages.

OR you can just do some homepage PBNs, guest posts, niche edits directly to the money page.
 
Deeply Analysis on content and figure out what they missed or how you could make it better. Also make an attractive heading that is click appealing.

Get more authoritive links for your websites. Try to get links for more generic keywords like learn more, visit here, raw URL.

No, it will not be a problem, focus on the quality link and add it with pace by showing variations in the anchor. Make sure content is informative and user engaging and also tier 2 links will give an extra boost.

No you will not be penalized. Just ensure the quality of those backlinks and build a more strong Tier 2 links. This would help.

I don't think you'll be penalized.
I'd say build only quality links to your site/page. But ensure that your content covers the topic well.By covering the topic well I don't mean just explain it in depth, I mean ensure to incorporate sections that cover other very closely related keywords example is including a FAQ section where you answer some frequently asked questions regarding the topic.
I get my FAQ from the People Also Asked section of the SERP.

By the way, many sites(mostly authority) rank high as a result of the site's Domain Authority not necessarily the links pointing to the exact page.
 
As long as you space your backlinks out and don’t accumulate too many over a short period of time, you should be fine. Just don’t let yourself neglect the quality of your content. After all, your content is what drives organic traffic and word of mouth.

You all say buy few quality links but if you type "buy backlink" first organic result has 17k results. So, what's the truth?

Yes.! But they must be quality full & non aggressive implementation. Make sure they looks natural.

Still, you need this. You can use PBN too.

It’s a nice method but success depends on your own structure, contents + SEO strategy.
 
Try Building some more relevant good quality backlinks, pay more attention to the article quality. This would prove helpful.
 
Build relevant backlinks at the right time interval, everything will be fine. Keep the content updated so you'll have chances of ranking higher.
