Notifications on @tagged accounts using which type of tokens?

Hey BHW can someone please tell me what’s important with tokens so that they trigger notifications when tagging users? I've tried so many now, but cracked and genned tokens didn't even trigger notifications on tagged accounts with manual tweets.
