Not reaching "Top Post" when should be

One of the accounts I run for a local business always made "top post" in all the local hashtags which has led to some decent businsss . The last few days even though the account is getting the same engagement isn't being put in top post . It is not shadow banned . I checked with two other accounts that don't follow it. It appears in the hashtags but not making top post. Did IG change it's algo to something weird or is it like im banned from top post? Anyone seen this

It's kind of random, happens all the time.
One specific account isn't always going to get top posts even though it should be, it has a certain time limit of being top posts then it seems to like get "temp banned" from it so, then it goes back, etc.
Haven't found the exact algorithm yet
