Currently I have been following some advice I read on here to follow other accounts in the same niche. This has not resulted in very many followers. How many people should I be following? also should I also follow people who favorite or retweet bigger accounts in the same niche? Any tips?

Getting followers is not that easy.
What I suggest you is to make interesting tweet first, without promoting a service, then make mass following of the followers of your main competitors. Then you should get some followers. If your tool does offer this option, you can also localize the person you will follow (to aim for example only the people that speak your language).

You just gotta stick with it. The first few hundred followers are hard, but it builds on itself as you grow and becomes quicker.
