I wanted to ask this noob question since I couldn't get an answer anywhere that we need to pay listing fee before we list our service on Ebay or is it free? Because, When I try to do that It asks for payment.

What do you mean?

Insertion fees
This fee is paid whenever you list an item on eBay, even if it doesn't sell
The insertion fee varies, depending on the listing format you choose and the category you list the item under

You don't have to pay upfront to list on eBay, they will invoice you once a month and then they automatically take the money from your PayPal account (at least that is how my payment is set up). The invoice will include listing fees and fees if your item sells.
