I can't say much, but I'd go with the country location proxy if it's not too much stress to get else, I'd choose a new one and try sticking to that location whenever I log in.

Country location preferred US if you can find decent 4g proxies.

I never had any issues with Proxy Location and account create location being different. But just to be 100% safe, i would still recommend to go with Same Proxy Location and Same Account Create location.
I have a few 2009 old accounts made in Sri Lanka, since 2020 i have been using USA proxies and so far no issues. But like i said, better to go with same location.

1/2 --- just keep in mind the more accs tied to 1 ip, if 1 gets banned
all accs tied to that ip are banned as well

My own settings are one account per proxy, proxy country USA.
I get my proxies from greencloudvps.

You only want to manage them . Until your service doesn't make account suspicious from other location . You can use as long any location proxy to manage them even your own. If account are IP sensetive then use proxy from account location.

Well as i dont know which accounts you're planning to use, for gmail/ig/fb use the same country. Others, i dont know
