Noob facebook technicality question

Noob here, I have 2 questions:

1.) Why do people always talk about buying and activating FB ads accounts? Don't you have advertising capabilities free when you open a new FB account?

2.) I have a problem, every time I type something into the connections section like the name of my page, it disappears and there is no way to enter it. Facebook says that suggestions are supposed to come up as I type, like I assume it is for other people, but it just doesn't work.

Anyone want to give advice? If not i'll just ask my AM

I didn't know Facebook would ban IP's, do you use proxy for this? I thought they only banned the account and only if they didn't like your ads.

People use multiple facebook ad vouchers on multiple accounts.
Some people are expert at doing this..so they sell these services.

Can someone answer this? Still having this problem of being unable to input anything into that section of fb.
