Does anybody have any suggestions for tools or existing services that do SEO for sites targeting other countries?

As an example, if I wanted to rank a French site I'd want to use a service or footprint that has primarily .fr domains with French content. Not just an English site that accepts French content.

The best way is to do blog commenting on French website.

Well you can use scrapebox just change from google.com to google.fr + use footprint site:.fr (dont forget for dot)

Also dont be afraid to use high PR INTERNATIONAL websites like tumblr yes they are mainly in english but internet is not only US and even here in slovakia people use tumblr and google know it .

Depend on how hard is to rank for your keywords. My experience is that you can rank for other that USA (or English speaking) markets using generally material and backlinks from USA websites.
But that was for easy rank keywords. I don't even use articles in the language i was trying to rank! I only use English language articles and material but keywords in the language i was trying to rank.

I know some sources from where you can get .fr links and i think that can help you rank well in google france. Also blog posts work fine.

In google webmaster tools set your target country as France. Find domains with .fr and get atleast 30% of your links for that. Host your website in french hosting. If possible use french content on your site as well as on your tire 1 sites.

you can start by using scrapebox and changing the domain from google.com to .fr . Also you can try using google webmasters tools with the country specification as france and then get high page rank backlinks which have .fr domains.
