non USA ID + PST USA VCC

First scenario : I lie about my adress --> google asks for verification --> I'm screwed
second scenario : I fill in my correct ID --> google sees a contraction between my billing adress and personal adress --> I'm screwed

PS: I tried second scenario, I got suspended 1 day after adding the vcc I appealed it and I got my account back successfully. But it will get suspended again and again if I don't figure things out.

What suspension do you get? The problems might be in your vcc's and method because for example I use random billing address and is working
