Non usa btc account

I am doing some business online so i needed bitcoin balance to buy something, but when i am trying to create bitpay i am unable to get btc balance because it says i am non USA member (Georgia -country). So can you give me idea, or the way how to get bitcoin balance with my current location. Also i would love if you tell me how to buy bitcoins on that balance with my Paypal

Local bitcoins or virwox.com. Alternatively, if you can buy amazon gift card from gift.com, then you cn sell that gift card for btc.

Before i can buy bitcoins i think i need USA account otherwise it won't let me to buy them. Also they don't accept my paypal on gyft anymore.
