Non-US Registrar

Hey guys,

So a friend of mine (in the same niche) has recently gotten subpoenaed (streaming site). So he, along with myself, are interested in moving to an offshore/non-US registrar that doesn't comply with US subpoenas. Is that possible? Do other countries still have to comply with it (registrars), or are they exempt due to being outside of US law? If so, can you name any reliable ones?
