non-spending error

This error is very common with new accounts, you should create a new campaign with a low budget to test first.

Account Restricted
Cause: If your ad account is restricted, your ads won't run and your budget won't be spent.
Fix: Go to Account Quality in Meta Business Suite to see why and submit a reinstatement request.
 
Has your account had any billing issues before? Or you can try creating a campaign with a smaller budget to monitor and see if you get the same error.
 
If you get a no-spend error even though your ad campaign is active, check your payment card information, make sure your campaign budget is sufficient, and verify that there are no ad policy violations of Facebook. If the problem persists, contact Facebook support.
 
May be you should try using a different card or payment method and also make sure your account info is fully verified. And if you still see that no-spend error, you will have to reach out to Facebook Support. They might help lift some restrictions on your ad account.
 
Maybe that account has no spending history, please change the account that has spent
 
The problem you are having, this error is usually related to a problem setting up payments or how the system processes your card details, try checking your bank or payment card again
