Google has their mobile first policy. Do you think a backlink on a page which is ONLY visible on desktop version, and not showing on responsive/mobile version, still is worth something?

No. Responsiveness has an impact on rankings, in my opinion.

It's still worth apart from the link juice cut-off from webpages that aren't mobile-friendly. btw most sites would more likely shift to mobile optimization to cope with G's fantasy.

It would make no sense to attribute less value to a link coming from a non-mobile friendly site. If these sites are real, why wouldn't they provide a trust signal for google to take into account? I can't find a single reason. There are so many non-responsive sites out there that are like semi-abandoned. If google were to devalue links coming from these sites, we would experience a very non-favourable shift in the serps.
