Non-refundable Paypal Payment ???

PayPal only works under the assumption that most people are honest most of the time, and aren't going to run around doing chargebacks and unauthorized transactions for everything. But when you throw dishonest opportunists into the mix you have a system that can easily be taken advantage of. Unfortunately PayPal neither cares nor has the manpower to investigate/combat this type of fraud, its easier to refund the money and end it.

This doesnt apply however, if you have actually sent something tangible through the mail and have a tracking number and receipt. For cases like this you can file for buyer protection and (usually) get it.

Not only do paypal refund payments with the excuse noted above, if the buyer appeals to their credit card company and gets a refund, then Paypal will have to refund it whether they agree or not.

This has happened on 2 out of my last 8 ebook sales...
