Non-Paying Bidder

I listed a laptop computer for parts on eBay and it sold to this guy for $30. It ended on Sunday, Nov 15. I immediately sent him an invoice and began packing up the computer. Two days later, I hadn't heard from him or saw payment, so I sent him and email saying I have his package ready to go and I'm just waiting for his payment. Still nothing. Now today, I sent him yet another email asking when he will be making payment, but I don't believe I will hear from him this time either. He has zero feedback and has apparently been with ebay for over a year. At what point should I escalate this to a non-paying bidder report? If I do that would I have to worry about him leaving neg feedback, just to be spiteful? If he isn't going to pay, I would like to offer a second chance offer to the next highest bidder who also bid $30. The other concern I have is I don't want ebay to think I shill bidded this and then pulled the shill bid out to expose the next highest bidder. What should I do about all of this???
 
I didn't think you could cancel a bid once it ended but maybe eBay has changed things?
 
after 3 days i think you can cancel his bid and have the runner up or just do a non paying bidder complaint, you wont get bad feedback and if you do its easily won in the dispute process
