    Hello, I was wondering if a strategy of "imitating" high traffic website in a non English website will work?
    I mean I would create a non english website, in which I translate posting from different sources and also do white hat SEO then put it into this local website. Do you think it will work?

    Yes, it's been done forever. In fact, don't be surprised if when you start translating content from your "sources" you find that somebody else has already done that for your language. Also, I would advise you against machine translations. They look horrible to anyone in any language. Go the extra mile and translate the content yourself (or hire somebody to do it for you)
