Nofollow link does not pass through link juice?

About 80% of people say nofollow links won't pass through link juice.
But 20% of the people say nofollow links also go through some link juice.

What do you think about this part?
Is this not a theory, it is just opinion?

I'm planning to invest in nofollow links as well.

Get those Nofollow links from Good Authority domains to your site page that don't have any links and leave it for few days. You can check the results. Later you plan do-follow links. Try this strategy so you can plan accordingly.
