no start thread button on JV section ??

i can't see start thread button on JV section. you guys also have this problem ??

New thread button is on the left top as everywhere! And this is not a topic to be opened in black hat seo but in the lounge!

And also if you read the ruls you will see this
"The Joint Venture section is limited to members that have 50 posts and 30 days on the forum. "
