No notification appears when I follow ($20 REWARD will be given for the solution)

Twitter users don't get a notification when I follow them with new accounts. I know it's not an ip issue since an established account of mine uses the same ip and notifications appear whenever I follow people from that account. $20 will be sent via paypal to whoever gives me the solution to this problem.

I don't think this is something wrong on your side, as it happens to me and when people follow me it never shows up.

it only notifies you if the account is a large account or iff you have already followed that person
