So... does that mean new sites will always have an unknown PR? Or will they just be 0?

Yep they will be 0 forever, we are seeing from months without update and i have forgotten the PR factors.
If they are updating for a year means it will be waste of our time.
Just build links as other peole doing and let see if PR updates or not before 2016.
