no money no coding skill - how to build web application?

You've got to have one or the other or both to make headway. A third option is skilled networking, but even then, what will you be bringing to the table? You've got to have something, and if you don't, go get it.
 
Check out Bubble. Nocode App building too that doesn't just build shit apps. It's not free, but worth checking out IMO. Been playing with it myself recently and there's been lots of examples of nocode startups that have scaled and even exited

Do you have good social skill? If yea than you can speak business, make Prestensation and concept with all the necessary stuff to gain trust. find investor to bring the money, next hire developer.

But if you need to ask where to find investor, than I suggest learn coding skill yourself.
 
Webflow, wix, square space, or you can even use wordpress with something like elementor.

All the options I mentioned are simple drag and drop solutions and usually allow you to get a website for free with many free templates available

If you can write english, open a program, think logically and solve problems, then it doesn't cost you anything except domain, hosting, and time. Get good at programming, I started off noobing it with ubot, and now I am quite experienced and able to solve many problems in different languages. Not anything close to perfect, but I can make plenty of progress before asking people for help. I can't wait to be 3 years old on stack overflow! I'll have learned such a lot, you should adopt this mindset. You can be a programmer today if you open up an IDE and do "hello world". VScode and choosing what languages you need to work with will be a learning curve, and a good start.
 
Learn to code yourself from free sites like w3schools (not affiliated with the site) and build your own web app.
